Hey, mastering the pen tool (vector tool) isnt hard at all! It just requires some time and practice. You have different software of using this method. From Adobe Illustrator to Adobe Photoshop and maybe even GIMP. Most of the time scans are being traced with the pentool to get the vectorized character. This may consume alot of a time but it will be worh it when finished. If gives you experience with the programs and enchanes your skill as well.
You can find alot of tutorials on the web, try sites such as: Good-Tutorials or Pixel2Life. I learned this form of technique @ school since im following class in Mediacollege Amsterdam, I learned it in Illustrator but tried to understand this tool with my last little project of my Itachi wallpaper in photoshop as well, it just takes alot of trying. But your in luck! A while ago I found a tutorial about this matter, now I didn't use it but I read it through and I found it quite good.
